If you’ve been on the fence about a FORTIFIED Roof, the state just gave you a reason to take another look.
The State Is Paying Attention
On July 17, 2026, Connecticut Insurance Department Commissioner Josh Hershman joined builders, roofing professionals, and industry leaders at an event hosted by the Home Builders and Remodelers Association of the Connecticut River Region to spotlight the FORTIFIED Roof program. Hershman framed it as a way to give homeowners, builders, and communities practical tools to strengthen properties against Connecticut’s increasingly severe weather. George Bradner, the department’s Assistant Deputy Commissioner for Property and Casualty, added that proactive mitigation has become essential as storms grow more frequent and more damaging.
That’s a notable shift. FORTIFIED — developed by the Insurance Institute for Business & Home Safety (IBHS) — has historically been a coastal-state program, popular in places like Alabama, Louisiana, and the Carolinas. Connecticut spotlighting it at the state level tells you resilient roofing is no longer a niche upgrade; it’s becoming part of the mainstream conversation about protecting your home.
The Numbers Behind the Standard
FORTIFIED isn’t just a marketing label — it’s backed by real loss data. Nationally, the program has now passed 100,000 designated homes across 34 states, with more than 20,000 new designations added in 2025 alone, a year-over-year jump north of 20%. A University of Alabama study commissioned by that state’s Department of Insurance found that if every home in Hurricane Sally’s 2020 path had met the FORTIFIED Roof standard, insurers would have avoided roughly $105.6 million in losses — climbing to $116.1 million under the higher FORTIFIED Gold tier. Separate research published in the Southern Economic Journal found FORTIFIED-designated homes sell for about 7% more than comparable homes without the designation.
Worth noting: Connecticut has not yet mandated insurance discounts for FORTIFIED homes the way Alabama and Kentucky have. Some carriers here offer voluntary windstorm or hail-related credits, but there’s no guaranteed statewide discount — yet. So for now, the strongest financial case for Connecticut homeowners is the resale value bump and the simple fact of a more storm-resistant roof, with mitigation credits as a possible (carrier-dependent) bonus.
What a FORTIFIED Roof Actually Involves
A FORTIFIED Roof isn’t a brand of shingle — it’s a whole-system construction standard covering:
- Stronger roof deck attachments
- A fully sealed roof deck to keep water out even if shingles are damaged
- Reinforced roof edges, which are typically the first place wind gets underneath a roof
- Impact-resistant roofing materials
Turner Home Improvement Contractors is one of only three roofing companies in Connecticut certified under the FORTIFIED program, specifically in the High Wind and Hail category. Our crews completed FORTIFIED training at GAF’s headquarters in 2025, so the certification isn’t just a logo on our website — it reflects hands-on training in exactly how these systems go together.
You May Be Able to Finance It Through CT Green Bank
Here’s the part a lot of homeowners miss: FORTIFIED roofing is an eligible upgrade under the Connecticut Green Bank’s Smart-E Loan program, listed both under “Solar or Roofing” and under the newer “Resilience” category alongside floodproofing and storm shutters. That means qualifying homeowners can finance a FORTIFIED Roof project affordably, without needing to pair it with a solar installation. As a preferred Smart-E contractor, Turner can walk you through eligibility and help structure the project so it fits the loan process smoothly.
The Bottom Line
Connecticut’s weather isn’t getting any calmer — more frequent windstorms, hail events, and heavier storms are the new normal here. The state just put its name behind a construction standard designed specifically for that reality, and financing options exist to make it accessible. If you’ve been putting off a roof replacement, this is a good moment to find out whether a FORTIFIED Roof — and Smart-E financing — makes sense for your home.
